Thursday, 19 August 2010 16:01
From 3th to 12th of May 2010, Vietnam Public Health Association (VPHA) conducted the survey “Evaluate the social participation of Elderly in community and harm reduction activities” in Tien Hai district, Thai Binh. The present survey is to provide scientific evidences for developing guideline legal documents as well as building community-based models which aim at promoting elderly’s participation, therefore, contribute to implementation of the Elder Law which will come into force by 1st of July 2010.

Research team interviewed elderly in Tien Hai district in May, 2010
Research team interviewed with 958 elderly living in 3 communes of Tien Hai district. The result indicates a high proportion of respondents who reported their health to be good (55.6%). Respondents had received some occupational training and the 2 leading types are teaching (22.9%) and health (14.2%). At the time of the survey, 28.6% of the sample reported that they participated in family, social and manufacturing activities at the same time. Only 8.2% of them did not participate in any kinds of activities. Majority of respondents were members of associations and unions (82%), public meetings (15.4%). About manufacturing activities that VPHA concerned, participating proportion is farming (77.4%), small business (16%), handicraft (5.4%). Research team was also interested in the motivation that promoted the elderly participation. The thought “The family still needs your (elderly) help” motivated old persons to work for family and for profit (59.6% and 72.9%, respectively). Meanwhile, majority of respondent (66.7%) who participated in social activities because of “feel happy being active”.

Proportions of respondents who participate in harm reduction activities, such as tobacco and alcohol control, were high (53% and 55.9%, respectively). Mainly they participate voluntarily and mobilize relatives and community to get rid of addictive products. However, older people were lack of knowledge and communication skills for the work. In fact, local authorities had not developed any policy to encourage elderly’s participation. According to leaders of commune People’s committee, development of a long-term action plan for the issue must involve Party committee, local administration, Association on Elderly and other mass organizations.

Based on this baseline survey, VPHA will develop a program named “Reduce harm and promote health for elderly through VPHA network in Tien Hai”. The core of the model is to develop a network of elderly VPHA members and improve communication skills, monitoring and supervising behavior change at household for them.
