| Reviewing 2 years’ implementation of the program “Enhancing the implementation of no smoking policy through the network of Vietnam Public Health Association” |

March, 25th 2011, Vietnam Public Health Association conducted a workshop to review 2 years’ implementation of the program “Enhancing the implementation of no smoking policy through the network of Vietnam Public Health Association”. The project has been deployed in 6 provinces: Hai Duong, Thai Binh, Ha Tinh, Hue city, Khanh Hoa and Dong Thap in order to experiment initiatives and collect the evidence of the effect of no smoking policy. ![]() Review 2 years’ implementation of the program workshop Attending the workshop were representative of VPHA, 11 PPHAs, WHO, VINACOSH, Health Bridge Vietnam, Vietnam Lawyers’ Association (VLA), Hanoi School of Public Health, CDS and the leaders of Provincial People’s Committees, the leaders of departments in 6 provinces of the program. The participants were provided with the information on smoking in Vietnam through GATS survey by WHO research staff, the discussion on legal basis of no smoking policy in Vietnam by VLA and the experience of implementation of smoke free program of Health Bridge Vietnam and VPHA. For the past 2 years, VPHA’s project has gained the remarkable results: - 6 provincial Steering Committees, including the members of PPC, departments, mass organizations, have been established to ensure the inter-sector and constant activities. - Key staffs for tobacco control working at provincial level have been trained for skills in implementing smoke free policies. - 6 provincial People’s Committee all issued their directives on smoke free environments at workplaces, public places. The directives have widely been disseminated in all the offices and units in the provinces. - The leaders of the departments of health, education and training, transportation, unions and provincial cabinets in the 6 provinces have been advocated, guided and supported in implementing smoke free policy in their offices and units. About 200 facilities have been supported by the program and committed to implementing smoke free policy. - Monitoring the enforcement of no smoking policy in offices and the workplace of government’s agencies and the departments of health, education and training, transportation has been fostered. The results show that if the monitoring is strict and constant, the violation will reduce 3-4 times. - After 2 years intervention, the percentage of passive smoking at workplace decreased 2 times. In 2009, on average of the workers had to exposure smoking nearly 4 days per week. Two years later (2011), this figure is 3 days per week. ![]() the workshop participants At the workshop, the provincial representatives shared their experience, advantages and disadvantages in implementing the smoke free project and discussed measures for the sustainability of the smoke free models and improving the effectiveness of the smoke free policy enforcement in Vietnam. The project has collected enough evidence of the effectiveness in implementing smoke-free environment at workplace in 3 regions of Vietnam. These will be reliable basis for the deployment of smoke free policy as well as evidence for advocating the adoption of Tobacco control draft law in the coming time. |
