Tóm tắt

Nghị định 10 của Chính phủ ngày 16/1/2002 quy định chế độ tài chính áp dụng cho các đơn vị sự nghiệp có thu trong đó có bệnh viện. Vấn đề tự chủ tài chính bệnh viện là vấn đề nhạy cảm vì nó liên quan đến khả năng sử dụng dịch vụ bệnh viện của các thành phần xã hội khác nhau, vùng miền khác nhau, liên quan đến vấn đề công bằng xã hội trong chăm sóc sức khoẻ. Các quy định và quản lý tài chính bệnh viện liên quan đến đời sống của nhân viên y tế phục vụ trong bệnh viện, liên quan đến vấn đề phát triển kỹ thuật bệnh viện. Bài viết nêu lên thực trạng các nguồn tài chính, hiệu quả sử dụng và các giải pháp đảm bảo nền tài chính bệnh viện lành mạnh.

Abstract

The Government Decree No. 10 on 16/1/2002 stipulates the financial regime applied to non-pro- duction establishments with income generation, including hospitals. The hospital financial autono- my is a sensitive issue because it is related to the affordability to use hospital services in different social strata, different geographical regions, and related to the social equity in health care. Hospital financial regulations and management are related to the living standard of the hospital staff and the development of technology in hospital. The article aims at figuring out financial resources, the effec- tiveness of use and measures to ensure the hospital wholesome financing.
