Towards zero tobacco advertising, promotion and sponsorship in Vietnam PDF   E-mail

Draft Law on tobacco control should have articles of comprehensive bans on tobacco advertising, promotion and sponsorship is the recommendation made at the workshop "The enforcement of tobacco advertising, promotion and sponsorship bans in Vietnam " held by the Hanoi School of Public Health (HSPH) on April 20, 2010.

In 2009, HSPH, with the financial and technical support of  related organizations, has conducted baseline survey on the enforcement of tobacco advertising, promotion and sponsorship in Vietnam. Participated in the survey, PPHAs  have observed 1530 point of  sales(POSs) at 10 provinces/cities throughout the country.

The survey showed that streets and public places had almost no tobacco advertising and promotional activities, while POSs were the “hot spot” of for tobacco advertising and promotion (95%). Specifically the violation rate of displaying more than 1 package/1 carton of cigarette was 91.2%.  The tobacco companies are also taking advantage of other more sophisticated forms of advertising, promotions such as sponsorship of football teams, car racing, performing arts, building houses of gratitude, support flood victims ... Meanwhile, the forces of inspector to handle violation cases are inadequate and not yet fully trained.

Draft Law on Tobacco Control should have specific comprehensive bans on advertising, promotion and sponsorship by the recommendation of the Framework Convention on Tobacco Control and build an effective implementation mechanism between departments. This will be one of the measures to implement the Framework Convention to reduce tobacco consumption and the disease burden caused by smoking in the coming years.
