| Enhancing advocacy at the local level through VPHA’s network |

With the support of Atlantic Philanthropies in the program "Supporting Vietnam Public Health activities to strengthen the public health network in Vietnam", VPHA is coordinating with the PPHAs to implement the advocacy program at local levels from May 2010 to December 2011. To provide skills for the PPHAs in May 2010, VPHA organized a training workshop entitled “Policy advocacy in public health” for over 30 key leaders, secretaries and coordinators of the 11 PPHAs. At the workshop, lecturers from the Hanoi School of Public Health (HSPH) provided the participants the skills and tools used in the campaign and methods of planning for the campaign. During the course’s practice section, each province planned and presented a plan to campaign for a specific problem of local public health. In addition, aiming at providing more documents on this issue, the VPHA will also coordinate with HSPH to develop the advocacy tool for the provincial level to enhance staff capacity, ensuring the effectiveness of local policy advocacy activities. Currently, the PPHAs are planning and implementing communication initiatives including hot issues such as: rabies, clean water and rural environmental sanitation, petechial fever/dengue fever prevention, tobacco control, HIV/AIDS, and child injury prevention... These health issues are conveyed in various ways including the media, meeting, communication festival activities with art performances, games and crosswords, drawing/writing competitions... Besides the communication initiatives on local priority health problems, the program makes favorable conditions for the PPHAs to promote their activities through a wide variety of different forms: presenting with local leaders about health problems of local concern, inviting experts to talk about health topics; making presentations at conferences/seminars in Vietnam. Program funding is also intended to help strengthen promotion on the PPHAs, raising awareness about the role and functions of the PPHAs in the community health care and improvement. To implement programs effectively, the PPHAs should establish relationships with agencies and departments such as the provincial People’s Committee, mass organizations, and media to carry out specific activities in local areas; discover issues of local concern. VPHA will coordinate, monitor and provide technical support for the PPHAs in the implementation process. Through these activities, the program will strengthen the capacity of the PPHAs in communication, health education, advocacy, and raising awareness of governments and local communities about the role and functions of the VPHA network. |
