Chapter 1 THE NAME, PRINCIPLE AND GOAL OF THE ASSOCIATION
Unite all people working in the field of public health for cooperation and mutual assistance, thus contributing to the cause of the people’s health care and protection, developing the national public health discipline, and integrating into the region and the world. Protect and care for the legitimate material and spiritual rights of its members.
Chapter II THE TASKS AND AUTHORITY OF THE VIETNAM PUBLIC HEALTH ASSOCIATION
1. To unite its members; assist each other in improving professional knowledge; exchange experience in public health activities; respect the professional ethics; collaborate with the State agencies in administering public health activities and the professional practice of the members. 2 To provide comments and ideas to the guidelines and policies of the Party and the State on strategies for the people’s health care and protection, for the public health system as well as for the protection of the rights of people working in the field of public health. 3. To participate in health communication and education for the people. 4. To conduct scientific research; disseminate experience; collaborate in training; strengthen capacity in public health activities. 5. To cooperate and exchange experience with relevant associations both nationally and internationally in accordance with the laws of the Socialist Republic of Vietnam with a view to facilitating Vietnam Public Health to integrate in the international community. 6. To protect the rights and legitimate benefits of the members in compliance with the Statues of Vietnam Public Health Association.
1. To represent organizations, members in activities related to the principle, goal and tasks of Vietnam Public Health Association. 2. To contract for scientific researching, implementing projects; provide services to needy organizations or individuals in accordance with the current law stipulations. 3. To sponsor organizations, members in implementing research activities, participate in evaluating research works or projects in public health upon being invited. 4. Actively participate in designing public health programs, projects in order to make recommendations to the State agencies on measures to develop public health discipline. 5. To be authorized to publish books and bulletins as stipulated by the laws. 6. To organize training workshops, seminars for disseminating updated knowledge and information in public health. 7. To reward and propose relevant authorities to reward organizations, members who have recorded achievements in the implementation of principle, goal and tasks of the Association. 8. To carry out disciplinary measures applying to organizations and members who breach the Association’s Statues. Chapter III MEMBERSHIP Article 7:The member of Vietnam Public Health Association 1. Organizational members: are those organizations operating in the field of public health, recognizing the VPHA’s Statues, voluntarily operating for the association, applying for the Association membership, nominating representatives to participate the Association in order to be admitted to the Association upon the approval endorsed by the Association Standing Committee. 2. Individual members: are Vietnamese citizens getting involved in public health activities, recognizing the VPHA’s Statues, voluntarily applying for the membership of the Association. 3. Supportive members: are Vietnamese organizations and citizens, overseas Vietnamese citizens recognizing the VPHA’s Statues and supporting the Association’s activities. They are eligible for accreditation of “Supportive member” upon approval of the Sanding Committee. 4. Honorary members: are those individuals who have contributed greatly to the cause of Public Health and being invited by the Standing Committee as “the Honorary Member” of the Association. The Supportive members and Honorary members are not eligible for candidacy or being nominated to the Association’s Board, and the right of vote on undertakings of the Association. Article 8:The tasks of the Association members 1. Respecting the principle and goal of the Association; abiding by the Association's Statues and Resolutions. 2. Participating actively in activities undertaken by the Association. 3. Getting involved propaganda work for recruitment of new members; upholding the honour and prestige of the Association. 4. Being solidary and mutually assistant to colleagues who are members and non-members of the Association. 5. Participating in the activities of a grassroots organ of the Association; fully paying the membership dues.
1. To participate in discussion and vote of all Association's undertakings; to be eligible for candidacy, being nominated and participation in election of Executive Committee at different levels within the Association. 2. To be further trained in professional disciplines; be encouraged and provided with favourable conditions to promote ability in professional-related areas. 3. To be sponsored and provided with favourable conditions by the Association to conduct research and disseminate research findings as well as to protect the property rights. 4. To be protected by the Association with the legitimate and legal professional rights. 5. To be eligible for having other benefits stipulated by the Association. 6. To be eligible for withdrawing from the Association. Chapter IV THE ORGANIZATION AND ACTIVITIES OF THE ASSOCIATION
1. At the Central level: The Vietnam Public Health Association 2. At the Provincial/Central municipal level (hereafter referred to as Provincial): The Provincial Public Health Association 3. At the grassroots level: The Association branches
The tasks of the Congress are to: - Review and evaluate activities of the Association over the past term; discuss the orientation and plan of action for the new term. - Endorse or amend the Statues (if any)
- Make decisions on important issues of principle, goal, undertakings and authority of the Association.
The tasks of the Central Committee are to: - Provide leadership in implementing resolutions of the National Congress. - Provide guidance in executing the Associations’ Statues. - Establish relationships with national and international organizations, thus contributing to the development of the Association. - Supervise activities of the Provincial Public Health Associations and professional sub-committees. - Elect the Central Standing Committee and President, Vice- President(s), Secretary General. - Convene Central Committee regular meeting every 6 months (except unforeseen cases)
The tasks of the Association's Standing Committee are to: - Provide leadership in implementing decisions of the Central Committee during the interval of the National Congresses. - Recognize the Executive Committee of the Provincial Associations and issue membership cards. - Plan and report the progress of activities conducted by the Association in accordance to the stipulation of the Association's Central Committee. - Monitor activities of the Provincial Associations and professional sub-committees. - Convene the Standing Committee regular meeting every 3 months. The extraordinary meeting shall be convened by the Standing Committee upon the request of the Chairperson and the Secretary General whenever it is necessary.
Article 15:The Vice President of the Association, who is elected by the Central Committee, is assigned by the President to be responsible for different areas of activities of the Association. Article 16:The Secretary General, who is elected by the Central Committee, is responsible for assignments entrusted by the President and all activities of the Association's Head Office. Article 17:When it is necessary, in response to request of the Secretary General, the Standing Committee may consider and make decision to set up the Professional sub-committees, organs supporting the expansion of the Association, contributing to the enhancement of Public Health activities in compliance with stipulations of the Standing Committee and the State laws. Article 18:The Provincial Association is set up in accordance with the laws, and has its own seal and bank account; operate voluntarily in compliance with the Statues and being a member of the Vietnam Public Health Association. Article 19:The Association branches at the grassroots level operate in accordance with the Statues of the Vietnam Public Health Association. Chapter V REWARDS AND SANCTIONS
Article 21:Organizations and members that damage the prestige and reputation of the Association; breach the Statues and Resolutions of the Association shall be subject to disciplinary punishments in terms of reprimand, censure and dissolution. In case of material damages, apart from disciplinary measures, compensation in accordance with the laws shall be applied. Article 22:Organizations and members of the Association that do not pay dues for a period of one year or do not participate in three consecutive meetings without any sensible reasons shall be considered as self-expulsion from the Association.
ASSETS AND FINANCES OF THE ASSOCIATION Article 23:Sources of income for the Association - Dues paid by the Association members annually (the specific levels of dues shall be stipulated by the Association's Central Committee) - Profits from the Association activities such as services, consultations, publishing, seminars, training workshops, etc. - Donations and grants from national and international organisations and individuals. Expenditure items of the Association: Scientific and technological activities, consultations and services, communication, further professional training, international cooperation, association dues, operational costs, insurance, welfare and administrative costs of the Association.
Article 25:Upon the dissolution of the organizations within the Association or the Association itself, inventory of assets, funds of the organizations or the Association shall be carried out and reported to the Central Committee for settlement in accordance with the laws. Chapter VII IMPLEMENTATION OF THE STATUES Article 26: This statues consisting of 07 chapters, 26 articles was adopted by the Congress on the 3rd day of December 2002 and shall come into force since the day it is approved by the authorized State body. The revision and amendment of the Statues shall be determined by the National Congress of Representatives.
